Foreign Electronic System Operators (ESOs) Registration - PSE
This service provides administrative assistance for Foreign Electronic System Operators (ESOs) required to register their electronic systems with the Ministry of Communication and Informatics (KOMINFO) through the OSS-RBA platform. The service covers form preparation, data input, documentation coordination, submission, and monitoring. Sworn translation and certificate issuance are not included.
Foreign ESOs operating in Indonesia or serving Indonesian users are legally required to register their Electronic Systems with the Ministry of Communication and Informatics (KOMINFO). The registration process is governed by: Government Regulation No. 71/2019 on Electronic System and Transaction Operations; and MoCI Regulation No. 5/2020 (amended by MoCI 10/2021) regarding Private ESO Registration.The process involves creating an OSS account, completing ESO registration forms, submitting detailed data regarding the electronic system, and obtaining an electronically signed ESO Registration Certificate (TD-PSE) through the OSS platform.This service provides structured assistance for the full administrative process, including form preparation, document management, sworn translation coordination (if needed), system data entry, and monitoring.However, we do not control the approval process or the final decision by KOMINFO.Issuance of the ESO Registration Certificate depends entirely on the accuracy, completeness, and verifiability of the information submitted, as well as KOMINFO’s internal review and regulatory considerations.Key Characteristics & FeaturesRegulatory Compliance: Registration follows MoCI Reg. Electronic Systems with certificates already published cannot be deleted; only modified. New system additions require a separate entry in the OSS system. We do not influence verification results, processing timelines, or issuance of certificates. We cannot guarantee the issuance of the Foreign ESO Certificate. Approval is solely under KOMINFO’s authority. If KOMINFO requires clarification, additional documents may be requested.
